Columbia Youth Basketball Association Recreational League Rules
Please take time to read all of these rules...they will help you with practice and game situations/strategy.Practices:Practices can only be held in authorized Columbia Public School locations or at Our Lady of Lourdes Interparish School (Columbia Catholic School). If other locations are added you will be notified.Each team will be allowed one practice of 90 minutes per week. There are no exceptions to this rule.If scheduled practice is cancelled due to weather or other school activity, the missed practice may be made up if a time can be worked out with the facility at which you practice. If that is not possible and you can find a practice time at another authorized facility, you must notify Dave Carlson (449-1746), CYBA ColumbiaPublic School liaison, to reschedule at the alternate gym.Teams may share gym space with other CYBA teams. Teams may use their time to practice together, separately or scrimmage other CYBA teams.Teams may scrimmage other CYBA teams within their allocated practice times. If a CYBA team visits another authorized CYBA practice location other than their usual site, that scrimmage will count as their practice time for that week.CYBA teams can not scrimmage any non-league teams at CYBA authorized facilities.If a team is not going to practice during their regular practice time, please notify (call/email) CYBA that you will have a vacancy (we can use your time for someone else that week) please give as much notice as possible.Any violation of practice policies will be taken seriously and will reflect upon the individual coach. Knowingly having more than one practice will result in the dismissal of the coach.Games:All CYBA games will use straight High School Federation Rules, with the following exceptions:4th Grade Boys & Girls6 fouls to foul out of a game No press No zone defense First week only, officials will give verbal warnings on travel and double dribble calls Score will not be kept in fourth grade5th & 6th Grade Boys & GirlsNo zone defense May press in the last five minutes, unless your team is up by 10 points or more. If your team is up by 10 points or more, you must fall back past mid court7th Grade Boys & GirlsMay press at any time unless your team is up by fifteen points or more; at that time, you must fall back to mid-court8th 12th Grade Boys & GirlsMay press at any time unless your team is up by twenty points or more; at that time, you must fall back to mid-courtBoys and girls in Grades 4th, 5th & 6th and girls in Grades 7th-12th will use a 28.5" ball.Boys in Grades 7th-12th will use a full size ball.Game Length:Two, 20 minute halves with a 3 minute intermission. The clock will stop for the following: injuries, team time-outs and any reason deemed necessary by the officials.Last minute of each half, the clock will stop according to Federation rules. Overtime will be 2 minutes long. This will be a continuous running clock, stopping only for the above reasons.Time Outs:Two time-outs per half. (Time outs will be one minute in length.)Time-outs will not carry over from the first half to the second half or from the second half to overtime.One time out for each overtime.Player Participation & Substitution Rules:Number of PlayersPlaying Time: 10 -- All players will play 20 minutes. 9 -- Five players will play 20 minutes. Four players will play 25 minutes (if you consistently have nine players, it is required that the 25 minute playing time will be distributed evenly over the course of the season alternating from game to game). 8 -- Each player will play 25 minutes. 7 -- Five players will play 30 minutes; two players will play 25 minutes. The playing time will be distributed evenly over the course of the season, alternating from game to game. 6 -- There will be some flexibility with normal substitution rules as worked out before the game with the referees and opposing coach.It is highly recommended to work out your substitution pattern in advance of game time to eliminate having to make judgments during the game that may not be accurate. Coaches are required to have a written, verifiable player rotation. Referees/scorekeepers have the right to ask for that rotation.Substitution rules apply to leagues for Grades 4th-7th only.It is mandatory to substitute every five minutes regardless of the number of players on your team. When the substitution time-out occurs, you must clear your bench unless you have eleven players. No substitution will be made at any other time unless an injury occurs or a player fouls out. You cannot substitute during time-outs unless a player is injured or fouls out. If that occurs, you must notify the referee that you are doing so. Failure to substitute according to the rules can result in a technical foul. If a player leaves during the course of a game and the coach is aware prior to the start of the game, the coach must notify both the officials and the other coach prior to the start of the game itself. If a player leaves because of illness, emergency or any other reason during the game, the coach must notify the officials and make every effort to play the remaining players equally.Failure to comply with these rules can result in the forfeiture of the game.Technical Foul Rules:Note that technical fouls are cumulative for the entire season.Player Technicals: 1st Technical: normal rules apply. 2nd Technical: ejection from game and suspended for next game. 3rd Technical: ejection from game and suspended for the rest of the season For example, if a player receives a technical foul in game one and then another in game three, the player will be ejected from the game and suspended for the following game. Should the player receive a third technical, then the player will be suspended for the rest of the season.Coach Technicals**: 1st Technical: normal rules apply. 2nd Technical: ejection from game and suspended for the rest of the season. For example, should a coach receive a technical foul in game one and then another in game three, the coach will be ejected from the game and then suspended for the rest of the season. **Rulebook technical fouls do not count against the coach nor do any technicals assessed to the team due to spectators behavior.If a technical is called on a spectator, they will be asked to leave the gymnasium (and cannot watch) for the remainder of the game. A second technical during the season will result in suspension from the all playing facilities for the rest of the season.Verbal or physical abuse of referees, coaches, players or other spectators will not be tolerated. Violators may be asked to leave or, if necessary, removed from the facility.If you are suspended from the season for technicals, you will not be refunded your registration fees.Other:Loud/constant yelling from coaches from the sidelines during games will not be tolerated, Giving direction to your players is important, however, our facility staff/referees can use their discretion if behavior is 'over the top' or excessive.Only one coach may be standing at a time, everyone else must be seated on your teams bench.If coaches wish to address a referee about issues, calls, etc, please do so during timeouts, halftime or when players rotate. Please be respectful of the officials as they are in control of the game; they will in turn respect you and give attention to the issue.CYBA hopes everyone has a great season and enjoys their experience volunteering to help kids play the great game of basketball. Responsibilities of Players & Coaches
PLAYERS' RESPONSIBILITY TO COACHES 1. Treat all teammates and opponents with respect and dignity. 2. Obey all team and league rules 3. Give undivided attention to instruction of techniques, skills, and drills. 4. Always practice and play with a clear mind. 5. Report all injuries to the coach for further medial evaluation. 6. Discourage rule violation by teammates or opponents. 7. Play under emotional control at all times. 8. Avoid aggressive acts of self-destruction. 9. Compliment good performances of teammates and opponent. 10. Return to play when an injury is completely rehabilitated. 11. Show up at all practices and notify the coach if you are unable to attend. PLAYERS AND COACHES' RESPONSIBILITIES TO THE REFEREE B - Be understanding when a referee makes a decision. A - Accepting the decisions of the referee shows you are growing up. S - Show the referee the same respect you'd want if you had the job. K - Keep your emotions under control. E - Don't Embarrass your coach and team by abusing the referee. T - The referee has a Thankless task--don't make it harder for him or her. B - Bad calls are rare and are not the reason a team loses the game. A - Attempt to understand why the referee made a call--even when you disagree. L - Remember, the referees carry a heavy Load when it comes to making instant decision. L - Don't be a double Loser because you blame the referee instead of your own failures when your team loses a game. COACHES' RESPONSIBILITY TO PLAYERS 1. Develop various sport skills. 2. Learning how to cooperate and compete. 3. Develop sense of achievement, which leads to positive self image. 4. Develop an interest in and desire to continue participation in sports during adulthood. 5. Develop independence. 6. Develop social skills. 7. Learn to understand and express emotion, imagination and appreciation for what the body can do. 8. Develop speed, strength, endurance, coordination, flexibility and agility. 9. Develop leadership skills. 10. Learning to make decisions and accept responsibilities. 11. You are more than a coach, you are a role model in not only your teaching of skills but by your interactions with players, parents, referees and other coaches.

I hereby pledge to live up to the recreational spirit that Columbia Youth Basketball maintains as its core value.I will place the emotional and physical well being of my players ahead of a personal desire to win.I will treat each player as an individual, remembering the large range of emotional and physical development for the same age group.I will do my best to provide a safe playing situation for my players.I will promise to review and practice basic first aid principles needed to treat injuries of my players.I will do my best to organize practices that are fun and challenging for all my players.I will lead by example in demonstrating fair play and sportsmanship to all my players.I will provide a sports environment for my team that is free of drugs, tobacco, and alcohol, and I will refrain from their use at all youth sports events.I will be knowledgeable in the rules of basketball, and I will teach these rules to my players.I will respect all CYBA game rules, including equal playing time, no-zone-defense, and no press.I will use those coaching techniques appropriate for all of the skills that I teach.I will remember that I am a youth sports coach, and that the game is for children not adults.I will communicate player problems to the appropriate parent in a private setting, and do so with the best interests of the child at heart.I will maintain a positive and encouraging attitude to all players, including those from the opposing team.I will treat ALL game officials, opposing coaches, and league administrators with respect, and discuss any differences with them in a calm and professional manner.
